Large Disaster Exercise Held Today in Central Ohio

There is a large-scale disaster drill in Central Ohio today with more than 500 volunteer “victims,” so don’t be surprised to see a flurry of activity at area hospitals. The exercise is designed to help Central Ohio hospitals and first responders be better prepared to handle a large-scale, mass casualty event.

With three venues and 500 “victims” in full makeup, organizers are concerned that the public may think there is a real life event.

This is important work our hospitals and first responders are undertaking. It is equally important that the public understands that this is only an exercise, NOT a real-life event” said Jodi Keller, Associate Director of Healthcare Emergency Preparedness at the Central Ohio Trauma System. “Do not be surprised to see increased activity at MAPFRE Stadium, John Glenn International Airport, Otterbein University or any of the Central Ohio hospitals.  Hundreds of volunteer victims will be in full makeup, so don’t be fooled. This is only a drill!”

Police, EMS, Fire and hospital personnel throughout Central Ohio will be participating in one of the largest disaster drills in the area. The exercise is organized by the Central Ohio Trauma System or COTS, which has been coordinating disaster preparedness for the region’s hospitals and other health care systems since 2002.

COTS is an affiliate of the Columbus Medical Association. COTS serves stakeholders in 20 Central Ohio counties and is a significant force around issues of trauma, emergency services, and emergency preparedness. The Central Ohio Trauma System is the organization where patient care issues affecting more than one stakeholder group can be brought and addressed in a neutral forum.

3 Regions in April including my favorite social media course

Spring has sprung and April is here!

First and second week will be packed with planning meetings for upcoming functional and full scale exercises as well as some follow up on upcoming Emergency Management / PIO classes and national conferences. Lots of work for classroom fun stuff. Additionally I’ll finally get a chance to sit down with some SES folks for strategic planning career development. 

Third week will be in Florida (Region-4) teaching my favorite #NDPTC advanced social media course – PER-344 Social Media Tools & Techniques. Whoop whoop!

The Fourth week will be a busy one as we finalize another social media course for FEMA certification at Sacramento County’s EOC in California (Region-9). Then double back to some of my favorite peeps from Georgia (Region-4) for more Emergency Management preparedness courses.


Region-5, Region-9, and Region-4 = Lots of great classes upcoming. 

You know me, I’m just glad to serve constituents who make a difference in their communities every single day.

Job Duties: 

Plan, coordinate, & direct all investigative functions for the Emergency Medical Services (EMS) division, within the Ohio Department of Public Safety (ODPS) (i.e. act as Chief Investigator & assume full responsibilities & authority for administering & directing investigative activities of the State Board of Emergency Medical, Fire, & Transportation Services & the Division of EMS); Speak & testify for & on behalf of the department; Provide program direction to staff to ensure compliance with laws & promulgated rules & regulations related to EMS, fire, & medical transportation within the Ohio Administrative Code (OAC); Develop & implement processes, policies, & procedures pertaining to investigations (i.e. ensure investigative policies & procedures adhere to appropriate laws & statutes & propose updates to the OAC & Ohio Revised Code (ORC) when applicable); Supervise subordinate exempt personnel (e.g. provide developmental opportunities, coach staff to foster development, evaluate performance, approve section staffing levels, recommend discipline); Ensure investigations are conducted by staff in accordance with established guidelines & timeframes; Ensure proper documentation of investigative procedures; Provide program direction to administrative & clerical staff; Ensure administrative staff is complying with investigation & disciplinary policies.

Independently investigate complaints & allegations received verbally, in person &/or in writing to the division of EMS regarding alleged violations of Ohio Revised Code (ORC) 4765 & 4766 & rules promulgated thereunder (e.g. research & respond to inquiries & complaints; prepare cases for administrative or legal action; collate information regarding complaints or alleged violations; conduct interviews of witnesses, respondents, suspects & other parties with possible information related to cases; gather & review records & documentation from various sources); Prepare correspondence & reports for review by the Executive Director, the State Board of Emergency Medical, Fire, & Transportation Services, & the Firefighter & Fire Safety Inspector Training Committee regarding compliance or non-compliance with applicable EMS, fire, & medical transportation rules & regulations; Provide technical advice to aid administrators in decision making (e.g. confer with legal personnel for assistance in documenting & prosecution; testify before State Board of Emergency Medical, Fire, & Transportation Services & the Firefighter and Fire Safety Inspector Training Committee, courts of law &/or other regulatory agencies); Monitor compliance with Board orders (e.g. consent agreements, conditions to be met prior to issuance of certification, etc.); Prepare & deliver presentations.
Ensure compliance with Ohio Public Records laws & all other ODPS directives; Oversee appropriate & timely distribution of records requested by the public; Maintain an official log of such requests; Provide assistance to other sections/units within EMS as needed; Perform other related duties as assigned.
Minimum Qualifications

12 mos. exp. as Investigation Supervisor 1, 26216 with experience corresponding to type of complaints & alleged violations appearing in job posting/approved position description; valid driver’s license.
-Or 4 yrs. trg. or 4 yrs. exp. as investigator where experience does not correspond with cases/complaints/allegations to be assigned; 12 mos. trg. or 12 mos. in supervisory principles/techniques; valid driver’s license.
-Or equivalent of Minimum Class Qualifications for Employment noted above.

Preferred Qualifications:

Experience conducting investigation as a commissioned law enforcement officer. Experience conducting investigations related to health care, prescription drug law enforcement or other areas related to EMS.

Great class with lots of dynamic discussion on prioritizing rescue/recovery efforts and future planning for building more partnerships with All-Hazards agencies across the state.

Advanced ICS has several in-class activities to help facilitate the embodiment of SMART objectives, strategic planning, and outside-the-box thinking which enhances coordination for any large event or disaster/emergency.

Planning for tomorrow’s ICS-400 class y’all

Lots of discussion today as we finalize the details for tomorrow’s ICS-400 class.

Area command, incident complex, MACs, etc…some planning on upcoming IMT courses too. PSC, RESL, SITL, and of course IC.

As instructors, we pride ourselves in tailoring this Advanced ICS class to participants knowledge and skill set…esp since large incidents seem to happen more often these days.

My RBF cause I forgot my cowboy hat.

Also, I just don’t think I could pull off that cowboy hat thing.
